The City of Kittitas is updating the 2017 Comprehensive Plan. The city is required to update the plan every 10 years according to the Growth Management Act (GMA). During this process the City will revise existing policies in the plan to better align with recent changes to state law and the community’s needs.


Project Timeline
The City of Kittitas is required to update this plan by June 30, 2026. Over the summer the City will review potential policy changes. The community is welcome to reach out at any time for questions or updates or attend a public meeting. Final policy changes are expected to be available for public review in fall 2025 with in-person engagement opportunities.


What are the new state laws?


HB 1220 (2022) requires the City to plan for an adequate number of housing types that can be affordable at all income levels. The plan must ensure that zoning allows for adequate housing as the city grows. The city must identify actions to make housing available for people at all income levels and remove barriers. RCW 36.70A.070(2)(b) and (d), WAC 365-196-410(2)(a), and the Department of Commerce’s Housing Action Plan Guidance


HB 1181 (2023) requires the City to revise all transportation planning documents to address multimodal transportation which includes walking, biking, buses, and cars to reduce vehicles miles traveled and increase physical activity. The city is required to identify potential new opportunities for walking and biking near housing and employment centers, and plan to improve walking and biking facilities to be ADA compliant. What does this mean?
In summer 2025, the city will review community feedback, and look at possible revisions to the Comprehensive Plan, consistent with recent changes to state law. Options will be reviewed with the City Council and Planning Commission at their public meetings.


Final policy changes are expected to be available for public review in fall 2025.
